DATA TO DIGNITY

The Beneficiary Management System (BMS)

Through Technology

Powering Urban Innovation

At UMC, we recognise that effective governance must evolve with the times. In today’s dynamic urban landscape, real-time data and inclusive digital tools are essential.

That’s why we have built a strong in-house IT team that designs and manages custom digital solutions to support governments and communities. From empowering sanitation workers to enabling real-time decision-making, our platforms deliver impact where it’s needed most.

By combining on-ground experience with agile tech development, UMC ensures innovation drives equity, efficiency, and smarter cities.

What is BMS?

The Beneficiary Management System (BMS) is UMC’s flagship Gov-Tech innovation, an inclusive, multilingual digital platform developed as part of the SHWAS (Sanitation Workers Health, Welfare, and Safety) application. BMS streamlines the enumeration and profiling of vulnerable populations, enabling effective tracking of their social entitlements.

With a footprint across Odisha and Tamil Nadu and nationally with an upcoming expansion into Bangladesh, BMS demonstrates our commitment to “Making Cities Work for Everyone.”

Scaling Equity through Data

From Data to Dignity

With over 160,000 sanitation workers surveyed, BMS has supported transformative schemes like the Garima Initiative in Odisha, SWDS in Tamil Nadu, and the national NAMASTE scheme.

Its ease of use has allowed even Self-Help Group (SHG) members to manage enumeration with confidence.

Beyond identification, BMS issues unique worker IDs, making it easier for governments to deliver entitlements efficiently and transparently.
