A Data-Driven Path to
Inclusive Urban Governance

Introducing Quneiform, UMC's pioneering Gov-Tech solution built with inclusivity at its core.

As part of the SHWAS (Sanitation Workers Health Welfare and Safety) application, this multilingual digital platform streamlines the identification and profiling of population segments including vulnerable populations, ensuring they receive the benefits they deserve.

With successful deployments in Odisha, Tamil Nadu, and ongoing expansions nationwide and in Bangladesh, Quneiform embodies UMC's mission to make cities work for everyone.

Last-Mile Governance, Powered by Women and Technology

A digital platform that transforms grassroots governance by enabling real-time, doorstep access to welfare schemes.

Built under the SAKhEE programme, the Subidha Sakhi App equips SHG women to serve as frontline facilitators, digitally connecting citizens with the welfare schemes they’re entitled to. 
 

Key Features:

  • Provides real-time access to a curated list of welfare schemes

  • Enables doorstep delivery of entitlements through trained Subidha Sakhis

  • Promotes transparency and efficiency in entitlement access

  • Creates a livelihood opportunity for women as digital field agents

Learning Management System

Building Digital Capacity for Urban India

U-LEARN is UMC’s flagship e-learning platform developed to enhance institutional knowledge across India’s urban governance ecosystem.

 

In 2015, UMC partnered with the Ministry of Housing and Urban Affairs (MoHUA) to launch one of India’s first government e-learning portals under the Swachh Bharat Mission-Urban, aimed at training block and district officials in sanitation and service delivery.

Employer Accountability for Safer, Fairer Services

The Employer Management System (EMS) complements the Quneiform by focusing on sanitation service providers, especially Private Sanitation Service Organisations (PSSOs). Its objective is to ensure that employers follow fair practices, maintain proper records, and provide safe working conditions for all sanitation workers.
 

EMS enables local governments to register PSSOs, list the machines and workers employed, monitor attendance, and ensure timely digital wage payments. Employers can also report on provision of PPE, training, EPF, ESIC and other safety measures, helping ULBs enforce labour and safety standards.

Sanitation Mapping Tool

Helping Cities Monitor Toilets,
Drive Repairs, and Improve Rankings

Developed by UMC under the MISAAL programme with support from USAID, the Sanitation Mapping Tool helps Urban Local Bodies (ULBs) monitor public and community toilets (PT/CTs) to ensure they meet ODF+ compliance standards under the Swachh Bharat Mission.
 

The tool has been adopted by multiple ULBs to:

  • Identify gaps in toilet infrastructure

  • Monitor cleanliness levels daily, weekly, or monthly

  • Plan repairs using cost estimates aligned with the Government e-Marketplace (GeM)

  • Generate city/state-level dashboards for real-time decision-making

Key Features:

  • Geo-tagged assessments of PT/CTs

  • Unique facility IDs and integration with the Google Toilet Locator

  • Visual dashboards covering 20+ indicators across cleanliness, accessibility, and infrastructure

  • Mobile-ready interface for Android, iOS, and Windows

  • Secure OTP-based logins for survey teams

  • Spatial mapping of facilities via Google Maps

UMC’s Gov-Tech innovations are designed to make governance smarter, more transparent, and inclusive. From creating national databases to building e-learning platforms, our tools help governments serve citizens better, especially the most vulnerable.

 

UMC was the first ever to develop an E-Learning portal for the Swachh Bharat Mission in 2015, setting a national precedent in digital capacity building.
